In February 2024, the Department of Health and Human Services and the Substance Abuse and Mental Health Services Administration published significant revisions to Part 8 of Title 42 of the Code of Federal Regulations (42 CFR part 8), which establishes the standards regarding services provided in opioid treatment programs (OTPs). The revisions promote increased access to evidence-based medications for opioid use disorder (MOUD), greater retention in care by promoting practitioner’s professional judgment in meeting the needs of individual patients with a patient-centered approach to care and reduce barriers to receiving services. This report from the Substance Abuse and Mental Health Services Administration (SAMHSA) Center for Financing Reform and Innovation (CFRI) provides a time-specific baseline, as of February 2025, regarding the extent to which states/ territories have adopted, and OTPs have implemented, key changes in the revised regulations across 13 elements of the rule.
